There is a writer¥s tool that comes very close and may develop in the direction you¥re dreaming of as it is still in beta and the author is very responsive to suggestions. However, it is only available for the Mac: Jer¥s Novel Writer (http://www.jerssoftwarehut.com). The outliner in the current version needs improving, but I am sure Jerry will do that.

Another writer¥s tool that I am using now is Ulysses (http://www.blue-tec.com), also only for the Mac. The outliner in v1.1.1 is not what you wish for but Blue Tec is just about to change it.
