Doen’t Brainstorm, come very close to what you seem to be describing.

1. Although not ideal you can use a Brainstorm model(s) as a Freeform database.

2. There is an aerial view giving an overview of the working document outline

3. Using the split window menu item, you can have the same brainstorm model open in several windows AND you can be working on different parts of the outline in each window, while still keeping the aerial view open to give the overview of the entire document.
