Correlate - an outliner (?)

Correlate (http://www.correlate.com is a new (Windows) tool that enables the user to organize existing files and links from a variety of sources in a hierarchical manner. It can export the main links file to HTML (actually DHTML).
It's a nice tool.
Is it an Outliner ?

Since I'm primarily a Mac user, I didn't download it, but they have an excellent online introduction, and it looks like a cool product. Thanks for the reference!
It looks a bit more like a tool for assembling information than creating it, so I'm not sure I'd call it an outliner.
(I also wonder about their comments about "if you know how to use an outliner" -- there are so few on the market these days that I wonder how you could know?)
