Sometimes I distinguish two stages this way. The first stage states the argument so it makes sense to me; the second, which generates topics that can serve as headings, makes sense to the readers. The topics generated in the second stage are candidates for headings in a manuscript.If I go straight to the second stage of outlining, the result tends to be choppy writing. In fact I find no outlining at all is better than starting with stage 2 outlining.
