OneNote is as close to this as I’ve seen. You can flag individual paragraphs that can later be viewedcan do this. Each individual item in a list can be flagged, and then you can view items by flag… these flags are customizable. I don’t believe you can assign dated information to individual paragraphs. Anyway, it is one step closer to that ideal, although OneNote is not an optimal outliner, or an optimal information manager for many reasons, not least of which is that it isn’t particularly good at exporting items.
