There's a new proposal for an open source outliner on www.cosource.com
Background: cosource coordinates development of open source software by acquiring bids and monetary commitments from interested parties. If you're interested in open source outliners, go to www.cosource.com and commit a small sum of cash. I put up $30. Not a lot, but if enough people commit, there's a possibility that someone will start actively developing open source outliners again.
Unfortunately, there's only one bid so far for developing the project. If any of you out there are programmers, you might want to post your own bids as well.
