Probably the Windows program that comes closest is OneNote—not very close, but closest. It has a decent outliner in its notes—an improvement over Word’s, anyway.
(The thing I like least about Word’s outliner is that the move left and right commands act _fully_ like the tabs they are. They allow you to skip levels. OneNote deals with this problem, and it also allows unlimited levels. It’s a shame you can’t select multiple levels in the outline, when you can otherwise select _text_ discontiguously.)
OneNote also has an outline structure of sections and folders, but manipulation of them is limited and not integrated with the outline in the notes.
