I’ve used Action Outline (http://gpsoft.hypermart.net) for structuring a couple of websites, and it is fairly decent program: small, fast and very simple to learn. It lets you easily export the outline to the clipboard or to a file in a variety of formats, including some rough html (it has nothing to do against Frontier, of course. It is around $40, it’s not scriptable, and even has a freeware version).

I really don’t know if it falls in the category of “pure outliner” (I’ve never seen those legendary mac outliners, as I work only on PC)

I’ve really liked the program, but I’m interested in evaluating a few other programs.

Has anyone compiled a list of outliners for Windows?
