[What is true, unfortunately, is that an outliner like this one on Windows would cost two to three times as much as Omni. Why is that?]

I think it’s got more to do with the size of the market and the competition within it. Another factor is what kind of Operating System facilities and documentation is made available to developers and at what cost. In Linux, for example, being an open source system, the cost of development is very low.

The size of the market would be a factor, but should tend to cheapen Windows software prices, but that’s not the trend, Omni being an example.

The amount of competition in the market will tend to be equal at equilibrium, unless there are monopololistic impediments to entry. These exist in both, but its de jure in the Apple market for core hardware.

In a non-competitive market, SDK will tend to be over-priced, like any product, unless they’re not treated as a product. To developers sell them or give them away?
