That is indeed true, though in the case of organisers of external items / attachments like IDEA!, one can actually have several outlines pointing to the same data. Another versatile approach is that of Personal Brain which makes the selected item (“thought” in PB’s terms) the focus of the whole outline (“plex”) as if it were the top item.
