This is a good question. My initial response is that there are so few single-pane outliners that we would soon run out of things to talk about if we limited our discussions to the functions they are most good at, and I’d be only half joking. But my more thoughtful answer is that more people spend more time managing their data, and probably use a word processor for most of their writing needs. So it is natural to expand this subject to the point, in fact, where the data management aspects of these programs dominates the discussion.
As evidence of the distinctness of these two functions I would present BrainStorm, which so many of us use, but few of us (any of us?) use for actual data management.
