Webplanet's Concept X7 is an interesting outliner-based approach to building a knowledge base similar to Idea!
It brings together a variety of tools that directly compete with the likes of MindManager X5 (I guess that the "X7" is a hint to that) and can integrate well with MS Office applications. In fact, it's promoted as a "digital flip-chart" where one can integrate and access all their info, as well as share it with others in PDF or HTML form.
Contrary to Idea! there isn't any kind of scaled down free version. The trial version as well as some demo videos are downloadable from http://www.webplanet.com/

At $298 I'll stick with MindManager X5.
