We use AllClear where I work. I don’t know if it is still being updated, but the version we use runs in Win95. The UI is opaque, but there is an outliner in there somewhere.

I tried to get to know it one afternoon and gave up. It may have redeeming features, but they’re hidden in a confusing interface.
