OPML in Windows outliner?

Is anyone aware of any Windows outliner supporting OPML? Ted Goranson's site ( http://www.atpm.com/10.07/atpo.shtml ) only lists (Mac) programs FO, iLiner, Hog Bay NoteBook, Circus Ponies NoteBook, NoteTaker, OmniOutliner and MyMind.
