The key combination should start GV in a new window (if GV wasn’t already running) and leave the previous application running in another window.
On my Win 98SE and WIN 2000 computers, if GV is already running, the key combination starts another instance of GV in a new window. If your computer works differently, perhaps it has to do with your version of Windows and its set defaults or perhaps with the switches (e.g., /t) used to start GV.
I’m afraid that I don’t have the time to follow this further.
