You probably have already looked at Zoot (http://www.zootsoftware.com), but I’ll mention it on the off chance you have not. Its ability to import and organize Outlook e-mail is outstanding—except for the fact that you only get the raw text, any RTF formatting is stripped out.

InfoSelect also has an e-mail import function, though I never use it. Though not an outliner, AskSam will also import e-mail.

Each of these three programs is pricey, some more than others.
