It appears that the only way to rearrange the folders in the tree is to select a folder, cut it (CTRL-X) and then paste it where you want it to be. (Actually, this is probably no harder than dragging, and while limiting, is no more limiting than many other PIMs, including ones I use.)
I find it convenient to distinguish hierarchical organizers from outliners on the versatility of the reorganizing commands. Most two-paned outliners are generally limited in their capacity to reorganize. I draw the line such that only programs allowing selection of discontiguous heading and operations thereon are genuine outliners, this being a day when you can select discontiguous text in a word processor.
The programs designed for organizing information that also are true outliners so defined make up a very select group: ADM (2 and 3 beta); MyInfo; I think InfoSelect; and possibly InfoRecall.
