This was true for earlier versions of Hog Bay Notebook. But the new alpha version of Hog Bay Notebook posed here:

Changes that. It retains the scalibility of a free form text database, but it has basic and advanced outlining features as well. Including ones that are not supported by OmniOutliner such as cloning and gathering.
