If Inspiration can do the import, then MindManager probably can too. MM was designed as a more graphical thought organizer—mindmaps—but also does outlining.
I find it much more powerful than INspiration and actually better for creative thinking than Grandview or Maxthink or the other outliners I’ve used for the same period as the other cult members here.
They have a free trial download at http://www.mindjet.com.

MindManager should be good, with a price of $200 or $300 depending on the version, but what specific features earn this return?
Who exactly is Tony Buzan? What did he do before promoting colorful pictures depicting ideas? He endorses MindManager, as well as MindGenius, for good reason, since computer outlining threatens his lucrative technology with extinction.
MindMaps seem to be useful for hand outlining because they use apage efficiently and center the page on the central ideas. But if that’s the source of their value, then traditional outlining by computer solves the same problem by collapsing headings. What does MindManager do better?
