Others know more about this than I, but the usual technique - certainly with Grandview, and probably with PCO - is to export to an intermediary, such as the outliners, Inspiration or Casesoft’s Notemap. Then the outline can be tidied up if needed and exported as an rtf file to Word.
In my experience there is no other way if you want to get the outline into Word in “outline” format - or, indeed, in any other format that does not need a whole lot of editing.

P.S. PCO files, can, of course, be imported into Grandview as I recall.
