PC Outline -- anything for WINDOWS?

I’ve read some postings about PC Outline, and I too was a big fan. I used it to take notes and draft reports for my entire MBA program, draft product specs and brochures, make lists, and in general, run my life for many years. I hung on to DOS long after others had moved to WINDOWS, mainly because of PCO. I still install it on every new PC that I get, have disks full of PCO files, and occasionally do a “print to ASCII file” to export an old outline into WORD.
I saw links to a WINDOWS version, but it is now several years old, apparently had bugs, and the links no longer work.
Has anyone found a decent current outliner? Unfortunately, the designers of WORD don’t have a clue how outlining should work. I’ve made style sheets for MICROSOFT WORD and EPOC WORD, and tried some Palm outliners with WINDOWS versions (ThoughtManager seems to be the best), but nothing matches PCO-Outline’s easy keystroke commands and speed of operation.
