If you’re looking for a straight outliner, then NoteMap is the best choice in my opinion. The new version of Inspiration is very nice too, and has the whole additional charting option. So it depends upon what is important to you. When NoteMap first came out there was a greater gap between it and Inspiration. Now, however, the additional capabilities of I7 make it a pretty good choice as well.
