Good Windows outliners?

OK, I'm being lazy, but can someone summarize the closest supported products to In Control on Windows?
Like many of you, I can't believe outlining products aren't much more popular than they are. I used In Control and MORE way back when, and loved them. Too bad Microsoft Outlook doesn't have any outlining, and my attempt at using Microsoft Word's outline was disappointing.
I searched the major download sites (cnet.com, zdnet.com) for outlines but didn't find much.

I have found NoteMap from Casesoft to be a very good product. Sorry I have not used InControl (Mac??) so can not compare the two.
