If you’re dead set on a traditional outliner, as opposed to a tree-based one, try Inspiration. It has sorting and does a good job of importing other outline files. Some of its commands are a bit clunky, but it has some very nice features including diagramming.

Another outliner is StoryView (http://www.screenplay.com/products/storyview/index.html). It has a lot of features that are probably of no interest, but maybe you’ll like it. NOTHING comes close to the old DOS outliners.
