How to import complex outlines into MORE?

Sometimes I start out an outline in Frontier which I later decide needs the full, inexhaustable power of MORE, but I can’t figure out how to import a file which puts the comments in the right place. That’s because other outlines don’t export comments in a way that MORE understands. What I want to do is write a little utility that will import an outline, and because I programmed it, will understand what the imported file considers comments and put them in the right place in MORE.

Now, I’ve read—I think on this board—that MORE’s binary file format is lost, but that doesn’t seem true. How did OmniOutliner just recently acquire the ability to import MORE files else? So, who has the format specification? I tried Brad already, but he hasn’t yet responded. Any help?
