The best outliner is still Grandview, if you can bear using a DOS product (it will work with everything through Win2000 with a little effort, but as a DOS product it can’t export/import or cut/paste to Windows programs in any meaningful way).
The best Windows outliner, I am convinced, is Notemap from http://www.casesoft.com. It needs some enhancements, but it’s a very serviceably outliner. Most importantly (pardon my biases), it’s form a real software company with other commercially established products (so it’ll be supported & improved, I really think), and the people at Casesoft are very responsive to help requests and receptive to suggested improvements. Casesoft is the kind of company you like to deal with.
